Zombo district is among the 14 pilot districts that government allocated funds for implementing the Social Assistance Grant for Empowerment specifically the "Special grants to Disabled and the Vulnerable Families Support Grants" in uganda. Other districts included:- Moroto, Amudat, Napak, Nakapiripirit, Katakwi, Kaberamaido, Apac, Kole, Nebbi, Kiboga, Kyankwanzi, Kyenjojo and Kyegegwa.
The Government provided special grants to ensure persons with disabilities start income generating activities of their choice. This programme in long run will lead to the reduction of unemployment rates among persons with disabilities in region of western nile more especially zombo district areas.
The Government also introduced “Prosperity for All” programme popularly known as "Boona Bagaggawale." Persons with disabilities are encouraged to form SACCOS and access the funding for poverty eradication.
The Local Governments Act specifically provides for representation of Persons with disabilities in Local government Councils. This affirmative action is to ensure that persons with disabilities participate in the decision making processes right from the village level. There are currently over 56,000 persons with disabilities representing the disability fraternity in local councils. There are also five members of representing persons with disabilities.
